  JOB SUMMARY:

 

The Director of Human Resources is responsible for the management of the Human Resources Department of the Bronx District Attorney’s Office. This includes the management of: multiple NYC bargaining unit contracts, developing and executing human resource strategy, employee relations, NYC civil service transactions, onboarding, Human Resources Information System (HRIS), organizational and performance management, strategic leadership by articulating human resources needs and plans to the executive management team, environmental health and safety, staff training and professional development, project management and data analytics, and employment services including coordination of staff recruitment/EEO, classification, disciplinary process, and benefit administration. We are seeking a well-rounded HR professional with a strong understanding of human resources, confidentiality, employee relations, performance management, NYC civil service and citywide rules and regulations.


ESSENTIAL FUNCTIONS:

  1. Exceptional leadership/people skills, ability to lead a large group in a unified direction through strategic planning and best practices.
  2. Coordinate change management efforts and assist in the development, implementation and training related to human resource initiatives, including diversity and inclusion
  3. Handle sensitive and confidential information, work under pressure and meet multiple deadlines. Knowledge and effective application of ethical obligations required in day-to-day responsibilities.
  4. Establish and implement human resource efforts that effectively communicate and support the Office’s mission and strategic vision.
  5. Function as a strategic advisor in collaboration with the executive/senior management of each bureau/department/unit or specialty group regarding key organizational and human resource management issues.
  6. Provide overall leadership and “hands-on” guidance to the human resource department by overseeing talent acquisition, career development, civil service administration, succession planning, data analytics, employee relations, retention, disciplinary process, unemployment hearings, safety and health matters, leadership development, labor relations and benefits.
  7. Coach and mentor leadership and legal/support staff on appropriate behavior in the workplace for preventative and risk management purposes.
  8. Practice excellent interpersonal, verbal and written communication skills.
  9. Strategically organize and prioritize time to complete tasks in an efficient manner to accomplish goals.
  10. Exercise sound, independent judgment and initiative.


JOB RESPONSIBILITIES:

Specific duties will include, but are not limited to the following:

  1. Supervise staff of human resources professionals
  2. Schedule regular collaboration meetings with the human resources department team; identify delivery gaps
  3. Develop and maintain professional relationships with labor union officials
  4. Represent BXDA at unemployment, disciplinary, grievances, mediations and arbitration hearings
  5. Represent BXDA at citywide contract negotiations
  6. Manage and participate in overall recruitment process including, civil service pools/transactions, non-competitive/competitive status and 211 waivers, from position requisition to employment orientation
  7. Share data analytics with executive staff and appropriate departments for budgetary and strategic planning
  8. Regularly meet with support and legal staff on human resource updates
  9. Present timely updates on policies and procedures to the BXDA Office in live meetings, newsletter, intranet, etc.
  10. Engage with human resources team to conceptualize unstructured/raw data and information and derive actionable solutions and strategies that improve the performance of various human resources functions
  11. In monthly meetings, consult with training and professional development to ensure BXDA policies and procedures manuals (legal and support) are aligned with human resources strategy
  12. Collaborate and meet with the Department of Citywide Administrative Services, Office of Labor Relations, EEPC, DA’s Offices, etc. on citywide related matters on an as needed basis
  13. Collaborate and exchange information with timekeeping, finance, EEO, operations, compensation and other internal administrative departments in regularly scheduled meetings
  14. Communicate in various mediums (intranet, forum meetings, bulletin postings, and newsletter) to ensure compliance with the following policies: workers compensation, EEO, labor relations, DCAS, EEPC, mandatory training, etc.
  15. Schedule and attend meetings on promotions/transfers, benefits, recruitment, FMLA, retirement, orientation and disciplinary actions with appropriate staff
  16. Ensure global & cultural awareness is incorporated in all BXDA human resources policies and procedures


PREFERRED EDUCATION AND EXPERIENCE/QUALIFICATIONS:

  1. A baccalaureate degree from an accredited college or university required/ strong preference for a graduate degree and/or certification(s) in human resources AND minimum of 7 years of human resources supervisory/management experience in NYC government
  2. Strong leadership, communication (written and verbal), interpersonal and collaborative skills
  3. Ability to handle sensitive and confidential information, work under pressure and meet multiple deadlines. Knowledge and effective application of ethical obligations required in day-to-day responsibilities
  4. Minimum of 10 years of human resources experience in NYC government
  5. General familiarity with all aspects of human resources and with federal, state and city laws regarding human resources, benefits, diversity and inclusion, compensation, recruitment, employee relations, labor relations, disciplinary actions, succession planning, EEO, civil service, etc.
  6. Expertise and strong knowledge of HRMS, systems and applications such as NYCAPS, PRISE, PMS, CHRMS and CityTime
  7. Highly proficient in Microsoft Office, Excel, Visio, and other citywide systems
