JOB SUMMARY:

The Administrative Supervisor to the Deputy Administrative Chief will lead and manage the support staff and provide administrative support for the Human Resources Bureau.

ESSENTIAL FUNCTIONS:

  6. Proficient in Microsoft Office particularly Word, Excel, and Outlook

JOB RESPONSIBILITIES:

Specific duties will include, but are not limited to the following:

 

  1. Supervise staff of the Human Resources Bureau.

  2. Work closely with the Department of Citywide Administrative Services in order to hire through the Civil Service process.

  3. Work Closely with Administrative Supervisors and Bureau Chiefs in order to create and redefine job postings.

  4. Advise employees on FMLA polices /procedures and make sure that all necessary documentation is received before employee goes out on any leave of absence.

  5. Process new hires, transfers and promotions

  6. Investigate, distribute, review and enter workers compensation reports in the Workers Compensation system. Ensure compliance with NYC Law Department Policy and Procedures.

  7. Recruit for Community Assistant, Community Associate & Community Coordinator positions upon authorization.

  8. Assist Deputy Director of Human Resources/Labor Relations with employee issues such as drafting charges, setting up union meetings and putting together labor related correspondence.

  9. Attend weekly meeting with Timekeeping and Payroll department to ensure constant communication between all departments

  10. Attend meetings with the Deputy Administrative Chief dealing with support staff complaints, promotions/transfers, and disciplinary steps due to performance evaluations, rebuttals, etc.

  11. Advise and assist employees on all levels with their retirement process and paperwork.

  12. Directly consult with support staff regarding employee relations, employee assistance and other related circumstances.

  13. Conduct in house civil service hiring pools as well as attend pools being held by the Department of Citywide Administrative Services.

  14. Experience working with CHRMS, NYCAPS, PRISE, PMS, CHRMS

  15. Supervise and provide as a back-up to the Benefits Coordinator

  16. Assist Administrative supervisors, Bureau Chiefs and Deputies on employee task and standards.

     

PREFERRED EDUCATION AND EXPERIENCE/QUALIFICATIONS:

  1. A baccalaureate degree

  2. 3-5 years of prior supervisory experience preferred

  3. 4-5 years of Human Resources experience within NYC government

  4. Knowledge of Payroll, Timekeeping, Benefits Administration, and general Human Resources Policies and Procedures.

  5. Excellent customer service skills

  6. Experience working with HRMS systems and applications, such as NYCAPS, PRISE, PMS, CHRMS and CityTime

  7. Ability to maintain a high level of discretion and confidentiality

  8. Excellent verbal and written communication skills, including the ability to interface with all levels at the agency

  9. Strong analytical and computer skills (Microsoft Office Suite)

  10. Ability to effectively multi-task and prioritize

  11. Ability to work independently and as part of a team
