Description

 JOB SUMMARY:

  The Alternatives to Incarceration (ATI) Bureau is seeking a Program Manager to help plan, launch, and run Bronx HOPE and other programming. The Heroin Overdose Prevention and Education (HOPE) program is a pre-arraignment diversion program being implemented in collaboration with BCS, the New York Police Department, Mayor’s Office of Criminal Justice, and several community-based health providers. The program provides meaningful engagement between arrest and arraignment to individuals in the Bronx issued a Desk Appearance Ticket (DAT) for possession of a controlled substance. This is an innovative, new response to low-level possession of a controlled substance, an effort to be smarter about policing and prosecuting addiction- especially to opioid - by providing an alternative to incarceration. Addition programming includes several DAT, misdemeanor, and felony initiatives.

 

Reporting to the Chief of ATI Bureau, the Program Manager will manage the daily operations of programming, including implementation and reporting. The Program Manager will supervise the resource coordinator team and liaise with Bronx Community Solutions, the NYPD, and peer outreach coach provider to ensure timely and responsive participant engagement and outcomes. The manager will also be responsible for building relationships with court and community stakeholders and managing data monitoring, tracking, and reporting.

 JOB RESPONSIBILITIES:

  Specific duties will include, but are not limited to the following:

                  6. Oversee program administration and stakeholder collaboration
                  7. Manage a resource coordinator team to screen cases 24 hours a day, 7 days per week, 365 days per year
                  8.
Provide coverage for resource coordinator team members, including day, night, and overnight shifts
                  9.
Play a lead role in communication and partnership management with Bronx Community Solutions, the NYPD, peer outreach 
                  coaches, Recovery Centers, and other community service
providers
                 10.
Train and manage the resource coordinators to serve as liaisons with the NYPD to initiate case outreach, ensure dispatch of peer
                 coach, and communicate with Bronx Community Solutions to coordinate engagement services and outcomes
                 11.
Manage ATI databases and case tracker systems
                 12.
Supervise four to five resource coordinators;
                 13.
Coordinate ATI staff, including Assistant District Attorneys, community coordinators, and court clerks, to screen cases for HOPE and
                 other alternative to incarceration programming;
                 14.
Monitor and report on participation and compliance data to project stakeholders
                 15. As needed, provide and/or ensure coverage to DAT arraignment part to monitor program compliance
                 16. Assist and train ADAs, Office staff, defense attorneys, and court personnel in identifying appropriate alternatives to incarceration
                 sentencing
options
                 17.
Maintenance of good courtroom relationships with all participants and partners
                 18. Assist resource coordinators and Office staff in reviewing compliance memos and managing tracking systems for specialized arrests 
                 populations

                19. Participate in community outreach as necessary, including attendance at community functions, including, but not limited to
                 community events and site visits to other programs, which may occur during evening hours and/or weekends.

                 20. Assist with writing of project updates and grant proposals as needed
                 21. Participate in trainings and attend staff meetings
                 22. All other duties as assigned.

 

PREFERRED EDUCATION AND EXPERIENCE/QUALIFICATIONS:

  1. Master’s degree preferred, i.e., MPP, MPA, MSW, MPH; Bachelor’s degree required
  2. At least one year of experience working in a criminal court setting and/or human service field strongly preferred
  3. Experience working in a related area required
  4. At least two years of supervisory experience required
  5. At least two years of program development, relationship building, and management experience preferred
  6. Experience working with high-need populations
  7. Strong interpersonal skills and ability to work with people from diverse backgrounds in a culturally-competent manner

 

 Note: Due to the necessary service needs of this position, the selected candidate will be required to be available for on-call and weekend schedule.
